Hi there, this is Dr. Gabby. It sounds like Mimi has chin acne. It is pretty common in cats. The food gets on the chin when they eat. This chin is difficult for them to clean sometimes. So the pores become blocked and cause black heads and acne.
I would go to the drug store, or walmart, and buy some 5% benzoyl peroxide skin cleaning pads. Stridex and oxyclean make them. They are in the human skin care aisle.
Clean her chin twice a day with the pads.
If the skin gets too dry from the 5% benzoyl peroxide you can apply some over the counter hydrocortisone cream a few times a day as needed.
I do not think you need to change her food at this point.
