It is not uncommon for dogs to get small benign tumors on their eyelids, especially if they are a bit older. These are only removed when they interfere with function or when they ulcerate due to irritation such as what your girl has done by rubbing it. Take her to your vet to have this removed before it gets even larger and can cause her even more problems such as a corneal ulcer on her eye.Does that make sense to you?
