Hi there - I'm Dr. Sara. I'm sorry to say that I'm not set up to take phone calls but I can definitely give you my thoughts on your situation.

It's not unusual for a pet to have a dip in appetite or refuse to eat entirely for a bit after a big life change like being adopted and going to a new home. In general as long as they are acting normally, I don't get too concerned. If they are becoming lethargic, have pale or dry gums, abdominal distention, or any other obvious signs of illness, that's when I suggest seeking veterinary care. Try offering him something other than his usual food that he might find to be ore tempting, like canned food if he is eating dry, or a bland diet of boiled white rice and boiled chicken breast or ground beef with the grease drained off. If dogs eat treats or people food very happily but are ignoring their food and acting normally otherwise, I suspect behavioral over medical.

As far as his testicles go - if he was neutered recently at the shelter this could be a post-op issue. Sometimes they will develop scrotal swelling and bruising ranging from mild to severe after being neutered. If I have a patient that develops scrotal swelling after neutering, I suggest warm compresses. Sometimes they need to be examined by the vet who did the surgery to be sure there's not something more serious going on.

If the shelter where you adopted him is open, I would suggest also calling them for their input.
