I'm sorry that your question wasn't answered in a timely manner. Can you clarify what "spinning around on hip" implies? Is Ivan planting himself on his hip and then spinning on it by using his front legs to do so? If so, that hip is likely to be pruritic (itchy) which is often seen after being flea bitten or can occur secondary to any pruritic skin condition. Is Ivan spinning around on his anus, instead? If so, his anal glands should be checked for impaction/infection but if found to be normal, allergic dermatitis - allergies to environmental allergens such as pollens, molds, dust, and dust mites, etc. - or a food intolerance should be considered.
