I am sorry to hear about this concern for Tyson.

Well, although food allergies can develop at a very young age and before environmental allergies, this is too young.

Now, if there "was" any flea issues before, that would be an easy explanation. Even after the fleas are killed, because they already got in a few bites, a pet will remain itchy for weeks.

Otherwise, my next concern is absolutely mange. That could be sarcoptic mange (scabies) or demodex.

So, this is well worth a veterinary examination to determine if a skin scraping should be done, and to figure out a safe course of action for a 13 week old.
