My 5 year old dachshund whimpers when I pick him up between his front legs. He is walking ok.

Sorry to hear about this concern for Toby.

Well, certainly, there should be no whimper at all.

So, if painful in that location, I would have to think about issues like a rib trauma (for example, fell off of something), pain inside the shoulder joint, or definitely, being a doxie, a spinal compression (disc herniation) in the cervical area of the neck (near where shoulders meet body).

Great that he is walking okay, but a good indication for a general vet visit. Not clear if x-rays would have to be done at all, but well worth getting a course of at least a non-steroidal anti-inflammatory to ensure he is being kept comfortable and to address the inflammatory that is hiding in there somewhere.
