I'm sorry that your question wasn't answered in a timely manner. Those are all important symptoms but they're not pathognomonic (specifically indicative) of any one disorder. Incoherence (a change in mentation/mental status) suggests encephalopathy (brain disorder) which might have an intracranial (within the skull) etiology such as brain tumor or extracranial etiology such as a poorly functioning liver intoxicating the brain. Wobbliness indicates ataxia ("drunken sailor") which also is consistent with an encephalopathy but also a myelopathy (spinal cord disorder) or simply a profoundly ill and weak dog. Choking and coughing while drinking (dysphagia) may also indicate a neuropathy but more possible etiologies than I could list in this venue Her vet will need to perform a thorough physical and neurologic exam in an attempt to clarify why your Chihuahua is so ill. I regret that I can't be more specific for you from here. I, too, would need to examine and test her. Please respond with further questions or concerns if you wish.
