It sounds like your dog is having a hard time swallowing. There is a condition called megaesophagus that makes it difficult to swallow. It's diagnosed with x-rays of the chest. It's essentially a dilated esophagus that doesn't contract down to move food or fluid to the stomach.
The treatment revolves around elevated feedings, medication to promote motility and reducing the acid reflux up the esophagus.
