I have a 13 year old miniature poodle that has a hernia n his rectal area that prevents his voiding properly, what steps should I take, do you think surgery would work and would it be worth it for a dog his age?

I am sorry to hear your dog has this problem. I am a veterinarian, and will do my best to help.
Is he neutered?
Usually these hernias just get worse, until surgery is done. The other side could develop a hernia as well. If this were my own dog I would do the surgery and have him neutered if he is not.
Until then, I would feed stool softeners like canned unsweetened pumpkin, cooked sweet potato, and/or add Miralax to his food so he can pass stool around the hernia.
