My dog is 15 years old. We think she may have ingested a foxtail.

My dog is 15 years old. We think she may have ingested a foxtail. She has a wheezing cough like she is trying to clear an obstruction. She is drinking a lot and vomiting; can't hold down her food. I took her to the vet yesterday but the vet didn't do anything about her throat. She said her liver is "shot". Would the failing liver preclude anesthesia? The vet prescribed all kinds of pills for her age related symptoms but we feel like she may not survive long with this throat problem. The throat problem started two days ago quite suddenly.
