Is there any way to know when a dog shows symptoms of hemorrhagic gastroenteritis how long the condition causing the symptoms could have been developing in the dog>

I am sorry to hear about Oliver. I am a veterinarian, and will do my best to help.
Hemorrhagic gastroenteritis (HGE) can be from different causes. If it is caused by something the dog ate, usually you see the vomiting and diarrhea very quickly; sometimes as little as a few hours but up to a day or two.
It can also be from internal diseases like pancreatitis, which can be acute or chronic. A dog could have a low grade chronic pancreatitis for weeks or even longer, but then "suddenly" have HGE.
I have also seen dogs get HGE from parasites like Giardia, and usually the symptoms show up a day or so after being infected.
