Our dog is a special needs dog having paralysis in back legs

Our dog is a special needs dog having paralysis in back legs due to IVDD. He has a wheelchair. He has a bladder infection for which our vet has given him antibiotics. However, the course of these did not help the infection and now the vet has said, oh! well it wasn't a bad infection so we will leave it and give no further treatment. This does not sound right to us. His urine has a bad odour as well.
I don't want to comment on pro or con on a decision made in a clinical setting as I am not looking at the diagnostics. However if the urine truly has a foul smell, it would be a very good idea to have x rays of the kidneys and bladder or even Ultra sound to rule out obvious tumors, stones or other pathology in the urinary tract and even if this is not feasable, do please consider having the urine sent in to a Commercial lab for culture and sensitivity to find antibiotics that will be effective against the infection and have the lab reevaluate the complete urinalysis.
