he ate the bag a week ago, and was fine all week, until he threw up this morning, I saw the plastic bag in his vomit

He is drinking normally
vomited only once this morning and that was it

If there was plastic in the vomit, there was still some stuck in the stomach. It does not digest. However it was swallowed is how it must pass. It can cause any obstruction in the intestines. Pepcid AC or Prilosec OTC can be used at 5 mg per 20 pounds body weight every 24 hours as needed to settle the stomach. 3-4 tablespoons of cat hairball medicine can be given twice a day to lubricate the intestines. The feces will look oily when it passes. If water stays down there is hopefully not an obstruction. If he continues to not eat or the medicine does not stay down, an abdominal radiograph is needed. If the medicine does stay down, a bland diet of boiled chicken and rice, no bones, can be offered to stimulate the appetite.
