Hi there.

Yes, most often this condition is hereditary. The seller has you have a vet exam when the puppy was sold and if this condition were present, your vet should have picked this up. This probably is your only recourse.

Talk with the breeder since this is a hereditary condition and see if this has been noticed in any other puppies. There is no treatment except for surgical repair but who is responsible is questionable. Most reputable breeders will make things right. It is best to not be defensive when contacting the breeder.
