Can you please be more specific ?
What is happening ?
What breed is your dog and how old is he ?
How long he has been having this problem ?

Is he trying to bring up or bringing mucus or foam ?
Is he having a cough like goose honk ?
Dry or moist cough?
Was he kenneled recently?
Any exercise intolerance?
Does this happen when he gets exiceted , on leash walk or when he is on rest lying down on his chest ?

Yes it sounds like a goose honk. He is a rat terrior and turn 6 yesterday. This happened before about 2 yrs ago. It doesn't happen ofter, but seems to scare both of us. He just all of a sudden starts making that noise, but nothing comes out

This can be anything irritating his throat like laryngitis , dust , leash pull but there is one codition needs to be addressed is called Tracheal Collapse . It is a common problem of toy breed dogs . This can be diagnosed with two x rays . One is taken during inspitarion another one during expiration. Your veterinarian will explain this problem and possible treatment options.
