Parking brake won't hold dodge grand caravan 2006

Yes brakes workk fine parking brake will not hold

new rotors installed yes just not getting enough fore to hold on steep drivemay

The park break cable is self adjusting and if its moving then you may not have the shoes set tight enough. Have a look at the shoe adjustment steps in the link below and see if your adjustment is done per the factory steps. If the cable is pulling the shoes and they are set right it should hold the Van from moving.
