The correct way to diagnose this condition would be to check each component one by one.
You can use a voltmeter to check some of them, but the other ones you need more specialized equipment to pinpoint the root cause.
I would recommend to check the battery and check the idle air control motor using a scanner.
If that checks out good, the next thing to check would be for air/vacuum leaks.
Then the TPS sensor, cam and crank sensor.
