JA: Has the headlight switch been replaced?
Customer: no where would the switch be?
JA: What is the model/year of your Dodge?
Customer: 2004 Dodge Stratus
JA: Are you fixing your Stratus yourself? What have you tried so far?
Customer: I checked the bulbs, I checked the fuses the only thing I forgot to check was the relay everything else works but I'm unsure where the relay on my car is
JA: Anything else you want the mechanic to know before I connect you?

Most likely the dimmer switch has failed inside the multifunction switch under the steering wheel and the airbag, only a professional should replace this switch, because of the airbag accidentally being triggered if the proper safety procedures are not followed to the letter. It would most likely not be a fuse or relay causing the issue because the lights do work on bright.
