Car wont start. I tried hooking up jumper cables to battery

Car wont start. I tried hooking up jumper cables to battery under the hood but still wont start. Car gives off Bit Code P0562 for low voltage.
JA: Have you checked the battery, particularly the terminal connections? Are they corroded?
Customer: Yes I have they are not corroded.
JA: What is the model/year of your Dodge?
Customer: 2008 dodge charger
JA: Are you fixing your Charger yourself? What have you tried so far?
Customer: If it is a small fix I will fix it myself. That's all I have done so far. Can jumper cables be hooked up to battery In trunk also?
JA: Anything else you want the mechanic to know before I connect you?
Customer: A couple of weeks ago the car started to crank slowly with a few second delay. Then it stopped turning on. That's all.
