This code is for the turbo actuator control circuit and could be the actuator itself or a wiring issue. If the turbo was a new factory part then you should be able to rule it out but otherwise the actuator is still very possibly the issue.

Was this code setting before the turbo was replaced also?

I think it's something related with dpf cause on my scanner there's an option called Forced DPF Regeneration . If I do that the van runs perfect . Drove for like 30 minutes with no issue but the code came back after awhile

The wiring to the actuator is what needs to be tested to determine if the problem is wiring or the actuator itself. If the turbo was a new part from a dealer then you should be able to rule it out.
