I have a 2001 dodge stratus.I read here how to remove the #5

I have a 2001 dodge stratus.I read here how to remove the #5 fuse for two minutes then reinstall and let the vehicle recalibrate. I have done that and it goes through the calibration then goes to blowing the a/c out the defroster. I redid it again for 5 minutes with the fuse out same results.Am I doing something wrong? The only control on was the fan.

JA: Are you fixing your Stratus yourself? What have you tried so far?
Customer: yes I am trying to took it to a private mechanic he said the actuator was probably faulty,but it does go through the cyle of calibration after the #5 fuse has been removed and reinstalled.
JA: Anything else you want the mechanic to know before I connect you?
Customer: that's the only major problem
