Hi there, well I need you to check some areas for me
With the engine off, I need you to take the intake to the turbo off and grab the impeller shaft in the center. Try to move it up and down side to side. Also check to see if there is oil all over. There should be very if not no play in the impeller. There should be no oil either.
Also check the outlet and tube going out to the intercooler. There should be no oil in there either
Throttle sticking could be a leaking injector. Leaking injector could cause smoke. What color smoke?
Also, a no start would not be caused by a bad turbo. A little play is normal. Not normal would be noticeable fin contact or grinding of the housing and fins together.

Sounds like you have a bad injector. The turbo is making the noise because it is getting liquid fuel in it. Have you checked your fuel filter lately?
Yes, cause if you have a stuck open injector the pressure never gets high enough for the other injectors
You need to check and see if your fuel filter has "hour glassed".
Driver side firewall right next to a really big connector
Use I believe a 24mm or equal socket with a 1/2" rachet. Take your time, I will wait

Ok, now look into the bottom of the fuel bowl for any water.
Water is the number one killer of injectors on Cummins
Ok. A little dirt is normal. Water is not. Sometimes it is very hard to see the water
Yeah that's pretty bad. You should try replacing the filter and adding diesel fuel injector cleaner. Pour some of the cleaner into the bowl and the rest in the tank
Try to remove the dirt and shavings with shop towels. If you have to, you can bump the engine to turn the pump on and get more fuel in the bowl to assist cleaning
I usually use a vacuum sucker. Swish it around, then add more fuel and suck it out till it is clean. But I realize you may not have that equipment

You will find out when it leaks or doesn't leak all over the chassis! Just wash it off.

You might see a fuel rail pressure code though
