Hello I will help you with your question,

Can you look on the engine side of the firewall under the wiper module where the blower resistor is mounted and see if the connector there is burnt?

If it is you will need to replace the resistor and Dodge has a pigtail kit to replace the connector.

The resistor is on the passenger side of the engine compartment
