I have a 1999 Dodge 2500 Turbo Diesel. The steering failed

I have a 1999 Dodge 2500 Turbo Diesel. The steering failed and I replaced the steering pump. I get NO brake actuation nor steering effect. I jacked up the truck and actuated steering. I bled the steering pump at all fittings. Either the new pump is Fubar or the steering actuator might have failed?

first if you rev the engine do you get any assist at all?

second do you have any circulation at the pump?

there is a specific procedure to bleed the system BUT it should bleed out ok if you rev the engine a bit,
