Have a 2003 Dodge caravan that will not turn over after I removed the hot battery cable.

Are you saying that the engine will not turn over when the 12v red battery terminal is disconnected? If so then this is normal, you will need to reconnect the red cable to provide 12 to the starter before it will start. If you have the battery connected them check for 12v when you have the key in the start position at the battery and to the starter.
