You have replaced everything that could be at fault.

It has to be something you have already replaced.

Considering it has signal for 15 seconds that rules out a short to ground on the driver circuit which leaves the PCM at fault.

I would find a different source for your new one or get this one rebuilt by a reputable company. I dont know the order of you replacing things but its plausible that you had a short in the harness causing the driver to burn up and fixed that since the last PCM replacement. Of course thats just a guess.
