What kind of Dodge do you have? If you can feel both heater hoses at the firewall and they are both hot then your issue is inside in the HVAC unit.. At that point I would check the blend door actuator to see if it's moving and if so then remove the actuator and see if you can spin the door all the way around and if you can then the blend door is broke and the dash will need to be removed to replace it..
