2001 dodge viper. I changed oil ,put a new filter. Filter feels tight but some oil is building up on rim of filter and spilling slowly over rim onto floor should filter be tighter or is it too tight or faulty?

You don't want to tighten it to much and compromise the threads. Check the old filter and make sure the seal is still attached to it because if it isn't then it's still on the engine and having 2 seals can cause a leak! And next I would try a new filter and brand just to rule out a faulty filter which I have seen! While the filter is off inspect the threads for and damage.
