This means short "burn time". There are a lot of things that can cause short burn time in a cylinder. For example, lean condition, engine mechanical issues or even bad tune up parts (although you have replaced them). Have you checked for spark on number 3 cylinder? If not, this would be your next step. If there is no spark, then yes, the most likley possible cause would be a bad PCM.
Sorry, I meant to say check for spark on number 3 ignition coil. You can use a spark tester or a screw driver and connect it to a ground while you check for spark. You will need an assistant to help crank the engin over while you watch for spark.
Remove the coil, insert it into the coil and rest it near a ground and watch for spark while cranking it over.
