2004 5.9 cummins diesel compression in fuel system, return fuel foaming, supply fuel foaming when running.
resealed injectors, no change. run unit on remote fuel supply no change,
blocked off each injector at common rail and crank look at return fuel foam no change,

Hello and welcome to JustAnswer!

If the injectors have been ruled out and there is truly compression in the fuel system then the only other possibility would be a damaged head. The return channel from the injectors runs through the head, the return line is at the back of the head and comes back up to the filter housing. If you're positive that the injectors have been ruled out then the issue has to be a crack in the head between a combustion chamber and the return channel.
