Hello and thank you for you question,

Yes if the computer can not communicate with the instrument cluster it can and will cause a no start. Has the computer system been scanned to see if there are any fault codes setting?

Well if the cluster has failed it can cause a no start.

can the cluster be by-passed to see if the engine will fire up?

Unfortunately no it can not be by-passed its plays a very important part of the CAN system. If the cluster is bad then it need to be replaced as well as programmed in order for the engine to start and run okay.
