There are quite a few things that could be causing your issue. It could be a shift cable issue or a problem in the steering column (especially if it has been broken to operate without a key), or the problem could be in the trans. Due to the age and the likelihood that it has been sitting it's very possibly a trans issue.
The first thing I would look at is the trans. Find the arm where the shift linkage attaches at the trans and pop the linkage off. The arm connects to the manual valve lever which goes down inside the trans. The lever will corrode over time and start to drag in the transmission case because it swells. With the shift linkage removed try and move the manual valve by hand. If you can't get it fully into park by hand then the problem is either in the trans or with corrosion on the manual valve shaft.
