Hello and welcome to JustAnswer!
If you see a no bus message, the fuel gauge and voltmeter are down and the engine doesn't start then the PCM is definitely down. It's possible that you bought a bad replacement but it may also be missing a power or ground, the sensor ground circuit may be shorted to voltage, or the 5v reference circuit may be shorted to ground. These could be an internally shorted sensors or wiring issues.
The first thing that needs to be done is check fuses and then move to testing the PCM powers and grounds if fuses are good. Were the powers and grounds verified before replacing the PCM?
