It's normal for vent temperature to be lower with the blower motor on a lower setting but it shouldn't blow hot or warm up that substantially on high speed.
If it does cool on low speeds then you know the compressor is engaging and it has to either be a blend door or a/c performance issue. The problem is likely just low system charge, but broken blend doors on these weren't uncommon. See if you can control temperature on heat with the blower motor set to high speed. If you can't control temperature then you have a broken blend door. If you can control temperature then low a/c charge is the most likely cause for the problem.
