Hi, my name is Ed. Welcome to JustAnswer!.
Ultimately, headlamp activation is determined by the Body Control Module (BCM), which uses a signal from the headlamp switch to basically determine what your needs are.
In the absence of a viable signal, the BCM may just turn the lights on as a safety default, which does (somewhat) implicate the headlamp switch. Knowing what the BCM actually "sees" as a signal is something you would need a very high-end scan tool for, so diagnostics do get a bit IFFY from this point.
I'd be suspicious of the headlamp switch without further information, but that's based entirely on probability. If you've had work done on the van immediately before this problem, I'd like to know about it.
