Hello and welcome to JustAnswer!
You may have one problem or two. The wiper issue may be unrelated to the park lamps, or one problem could be causing both symptoms. An internal failure in the multifunction switch could be causing the wiper problem, but a poor ground could be causing both the lighting issue and the wipers to cycle with the lights as the lights try to ground through the wiper motor.
Has the multifunction switch been replaced also?
