Transmission of dodge dakota 2001 was submerged in river. Engine starts but transmission doesn't work. What can be done?

The transmission does nothing. The truck does not go, but the engine starts. Transmission had water in it so he dumped the water out of it and changed the filters and put in new transmission fluid.

It Should atleast do something when it is put in gear even if there was water in it did he check the linkage?
