Dodge neon: Car does not start. Car makes a clicking noise

Resolved Question:

Car does not start. Car makes a clicking noise but does not turn over.. Check all applicable fuses, they all seem to be ok. Unable to get car to auto store.

Is the battery fully charged?
Have you tryed jump starting it?

Battery is charged and I did try to jump. I also cleaned the terminals.

Have you tryed turning the engine over by the crank bolt just to make sure it did not lock up?

Yes. Could it be a relay or the starter??

Sounds like the solenoid on the starter has gone out. And the starter will need to be replaced.
I just wanted to make sure the engine turned over by hand and the battery had enough cranking amps before saying you need to replace the starter.
