1997 Dodge Caravan: Horn wont work, cruise control..relays..hood

Resolved Question:

1997 Dodge Caravan - Horn won't work, cruise control won't work, Air Bag Light on dash stays on. All fuses and relays have been checked both under the hood in Power Control Center and under the dash, except one. (double sized module which plugs into 2 separate plugs in underdash fusebox) - swapped modules and relays back and forth, no improvement. Removed section of steering wheel containing air bag, horn, and cruise control, and grounded it separately to chassis. No improvement. Removed electrical connectors from horn, cleaned off any dust, replaced. No improvement. Any ideas what might be causing problem?

This was actually a HUGE problem for Dodge minivans back in the day. So much so, that there is a Lifetime Warranty on this. You are going to need to have the Clockspring Assembly replaced. It's located at the top of the steering column, right behind the steering wheel.
