Ignition timing is controlled by the Powertrain Control Module (PCM) and is not adjustable.

Yes, but new timing chains and gears in, new bushing in the block for the distributor, and now it will run - but it is missing out.

When the crank is at top dead center does the rotor line up to the notch in the distributor?

If it is not - then what do I do to solve the problem?

Loosen the distributor and turn it until it lines up.
