1999 dodge caravan: nt the two brake lights work

why don't the two brake lights work on my 1999 dodge caravan? I have power back to the connection in the light fixture.

There is only one bulb on each side that lights up when you press your brake pedal.

Are both the left and right rear brake light bulbs not working or just one side?

Does the center brake light work?

lights on either side don't wrk. The center light works fine.

Have you checked the white/tan wire for power on both sides with a test light?

All 5 wires are white. There are 2 terminal wires on one side of the junction connector, and 3 on the other side. The test light lights up when I turn on park lights, when I put foot on brake, and when I turn signal on; each being on a separate terminal pin.
