Close; the fuel filter is part of the fuel pressure regulator assembly located on top of the fuel tank, attached to the fuel module. You must remove the fuel tank if you want to replace the regulator assembly. You may wish to know that this is not a component that normally requires any maintenance; it is usually only serviced as part of a fuel pump module when the pump requires replacement; that is why it does not show up on the manufacturer's maintenance schedule.

A combination fuel filter and fuel pressure regulator is used on all gas powered engines. It is located on the top of the fuel pump module.
