They do not look like herpes. The appearance is quite non-specific and could be simply a local irritation or mild allergy, perhaps to a soap or a lubricant or the condom itself. Using a condom greatly reduces one's risk of contracting an STD. That said, if you want to be absolutely sure, you could get some simple blood tests to check for genital herpes.

If you were negative a month ago, and have been using condoms every time, you do not need to worry about these lesions being herpes. Besides, herpes lesions are typically clusters of vesicles (little bubbles) that hurt or burn.
