It does seem like you are either having a local reaction to something that you may have applied on it or it may also be a local skin infection like folliculitis or both combined as well.
I would recommend that you should use an over-the-counter antibiotic combined with a topical steroid cream.
Topical antibiotics include neosporin or polysporin.
Topical over-the-counter steroid is 1% hydrocortisone.
Mix one part each and use for one week.
