From the photo and the description that you have mentioned , it looks very benign contact dermatitis .

This can come from contact with chemicals , detergents , cold weather , gloves , paints or even soaps.

You can treat this condition as follows:

You can apply Neutrogena Intensive Hand Moisturizer on the area twice a day for 15 days.

You can apply over the counter Cortaid cream on the area twice a day for 10 days.

This would help heal the condition from its root level.

Avoid any substance that you may suspect is causing your condition .
