This can be a bacterial infection causing abscess which needs to be drained.

Oral antibiotic also will be required.

Another possibility can be a ganglion cyst arising from underlying nerve sheath.

Ganglion cyst also needs to be aspirate and steroid instilled to control the symptoms.

Over the counter naproxen can be used for pain control.
