This could be dermatitis, eczema or an allergic reactions. You need to wash the areas several times with fresh water. Do not use any cosmetic products at the sites.

Apply calamine lotion at the site of the lesions and see if it helps. You could take some oral antihistamine medications like cetrizine or loratadine. You need to maintain a good personal hygiene .

Anti-itch drugs, often antihistamine, may reduce the itch during a flare up of eczema, and the reduced scratching in turn reduces damage and irritation to the skin.

These seems to be Verruca Plana, a kind of plain warts. These are spread from contact with other people having warts.

The treatment includes the application of OTC products, containing, salicylic acid. There are multiple other options available such as lotions and creams and wart tapes.

If the OTC products dont help, you may have to see a doctor, preferably a dermatologist.

Hope this helped. Let me know if you need any further information.

best regards

Lastly can this be contagious and how serious is this situation?

Warts are contagious, and one must be careful. Usually they are not dangerous at all. however, certain types of sexually transmitted warts are known to cause cancer.
