They are black - on the scrotum and raised a little. They itch. Really don't know how long they have been there - didn't notice since they are on the underside but there are a lot of them. I would say at least six months, A couple have bled when itched.

What you have are the Angiokeratomas of Fordyce.

These are dilated capillaries within the dermis of the skin of the scrotum. They are harmless and can be left alone. If bleeding is there or for cosmetic reasons, they can be removed.

Removal is through laser, electrocautery, cryosurgery or excision.
