The prosecutor would have picked up the case if it was converted from the civil side to the criminal side. If a delinquent parent tries to leave the state of Arkansas to avoid paying child support, the crime becomes a felony, punishable by up to six years in prison and a $10,000 fine.
So, they are accusing you of trying to leave the state. Your best bet is to go to the DA's office and try to take care of your warrants before you are arrested and held until a bench warrant hearing.
