If some one is charged with 709.4(1)(b)(3)(d) in iowa and they had a similar charge in another state 4 years earlier what would be their jail time roughly

first one she got a doctor to declare her as mentaly incapable of knowing what she was doing the child she molested was 5 then

She had me empty my pockets and found a vial of 5mg Valium that I wasted in the computer but forgot to waste in the sharp container. It was the 5mg leftover out of a 10 mg vial that I had to give half of it to the patient per doctor's orders.
